Because the Office of the District Attorney reviews all OIS matters in California, and I am currently the Deputy District Attorney in charge of oversight and review, I attended the three-day Force Encounters Analysis course provided by California Training Institute. My report to my Office following this class was that it was the best class I have taken in the last twenty years and am recommending all attorneys who sit on the OIS Review Board to attend. Although the course may not contain traditional training in the law and statutes that apply, the science is essential in properly analyzing OIS matters for criminal culpability.
